A reprise from the Bali climate change conference:

Outside the conference hall, I went up to a fragrant Japanese lady manning one of the exhibits set up by the ever-growing number of taxpayer-funded quangos... She drew me to one side and whispered, "Don't tell my boss, but two-thirds of the delegates here are mad."
